Development Bank of Wales Awards AI Training Contract in Sign of Growing Organisational AI Adoption
The Development Bank of Wales has awarded a £50,000 contract for artificial intelligence training and consultancy services, in a move that highlights how organisations are moving beyond AI experimentation toward structured, organisation-wide adoption programmes.
The contract, awarded directly to Generative AI Solutions Ltd (we believe this is their website, though we haven't confirmed), covers foundational AI and generative AI skills training for all staff - including Microsoft Copilot usage - along with the development of a board-level AI adoption strategy and roadmap.
The scope of work also includes establishing governance and compliance structures for responsible AI use, and creating an internal network of “AI Champions” tasked with driving organisational change and embedding AI into daily operations.
The 12-month contract, valued at £50,000 excluding VAT (as per the procurement announcement), runs from 31 March 2026 to 30 March 2027 and was awarded as a direct procurement, with the bank citing the need for niche specialist services and the absence of a suitable existing framework.
The contract is notable for what it reveals about the current state of AI adoption across organisations. Rather than investing in bespoke AI product development, the Development Bank of Wales is prioritising skills, governance and cultural change - the foundational work that institutions increasingly recognise must come before any meaningful AI deployment.
The approach reflects a pattern emerging across sectors: organisations are not just buying AI tools, they are buying the organisational capability to use them responsibly. Board-level strategy, staff-wide training, compliance frameworks and internal champions networks are becoming standard components of enterprise AI programmes.
The Development Bank of Wales is a Welsh Government-owned development bank that provides loans, equity investments and microfinance to businesses across Wales.
